James Richards of the U.S Army befriends the mayor (Shigeru) of a small Iga Province town (Ueno) who is the last of a breed, the Shadwomasters, an ancient clan of martial artist who protect their towns and villages from evil, all the while dressed up as demon.
The evil that Shigeru must fight are hard core Japanese holdouts who sees anyone who is not trying to win Japan back from the Americans as traitors.
